What are the facts?: While it is true that Gandhi did not participate in the discussion, however, he was present in the Lok Sabha when other leaders were sharing their remarks on the bill. This makes the claim misleading.
What led us to the truth?: Team WebQoof went through the channel of Sansad TV to check the statements made by different Members of Parliament (MPs) on the bill.
We found the full-version of Congress MP Gaurav Gogoi's speech.
It was shared on 2 April with a title that said, "LS | Gaurav Gogoi | The Waqf (Amendment) Bill, 2025 & The Mussalman Wakf (Repeal) Bill, 2024."
At around the 9:49 timestamp, Gandhi could be seen seated in the lower house when Gogoi was delivering his speech.

Kalyan Banerjee's speech: We went through the Trinamool Congress (TMC) leader's full on the same channel on 2 April.
Its title said, "LS | Kalyan Banerjee | The Waqf (Amendment) Bill, 2025 & The Mussalman Wakf (Repeal) Bill, 2024."
One can see Gandhi seated in the Parliament at the 8:44 mark.

Union Minister Kiren Rijiju's reply speech: On going through Union Minister of Parliamentary Affairs of India Kiren Rijiju's , we found that Gandhi was present in the lower house.
It was posted on 3 April with a title that said, "Minister Kiren Rijiju’s Reply | The Waqf (Amend) Bill, 2025 & The Mussalman Wakf (Repeal) Bill, 2024."

Voting on the Waqf (Amendment) Bill: The voting started during the midnight of 3 April, which saw all present MPs casting their votes in favour or against of the bill. Gandhi was also seen during the voting.
An NDTV had said that the bill was passed in the Lok Sabha with 288-232 votes after 12-hour-long debate.
Conclusion: It is evident that the claim is misleading as Gandhi was seen in the Parliament during the discussion on the bill.
